Pakistan Sets Conditions to Play India at T20 World Cup

Pakistan has set three conditions to the ICC for their match against India on February 15 in Colombo. They expect to decide within 24 hours whether their national team will compete against India in the upcoming T20 World Cup after the Pakistan Cricket Board (PCB) communicated these conditions.

The PCB’s demands include a larger share of ICC revenue, the resumption of bilateral cricket ties, and the enforcement of handshake protocols during matches. 

The Three Demands

First, Pakistan wants a bigger share of ICC revenue. They argue that India’s commercial influence mostly helps the Board of Control for Cricket in India (BCCI). Other full members are left at a disadvantage. PCB officials believe that Pakistan’s contributions to high-profile matches, especially India-Pakistan matches, should receive more financial recognition.

Second, the PCB wants to restore cricket relations with India, which have been on hold for over a decade, except during ICC and ACC tournaments. Pakistan views this as an important issue for cricket diplomacy. However, the ICC has limited authority here because member boards handle the negotiations for bilateral series directly. Third, Pakistan wants handshake protocols to be followed during matches. They oppose India’s recent decision to skip pre- and post-match handshakes with Pakistan. However, the ICC’s playing conditions do not require handshakes, making this request more symbolic than a rule.

Political Background

This cricket dispute occurs against a politically charged background. Pakistan Prime Minister Shehbaz Sharif is expected to make the final decision on participation. Officials have indicated that the choice will be made “in solidarity with Bangladesh.”

Pakistan’s stance follows Bangladesh’s exit from the T20 World Cup after they refused to send their team to India due to security concerns. The Bangladesh Cricket Board’s (BCB) decision reportedly came after the BCCI instructed the IPL franchise Kolkata Knight Riders to remove Bangladeshi pacer Mustafizur Rahman, a move linked by Bangladeshi officials to broader concerns about minority safety in India.

Pakistan publicly supports Bangladesh, framing its potential boycott of the February 15 India-Pakistan match as a political and moral stance rather than a simple cricketing issue.

ICC Mediation Efforts

In response, the ICC has acted swiftly to manage the situation. Deputy Chairman Imran Khwaja has led discreet negotiations and met with PCB chairman Mohsin Naqvi and Bangladesh’s sports adviser in recent days.

Sources familiar with the discussions say the ICC has warned Pakistan about “material damage” to the tournament if the match does not take place. This warning is due to the match’s importance for broadcast and sponsorship agreements. The governing body also advised Pakistan to address its concerns through formal channels, like the ICC arbitration committee or an extraordinary board meeting, instead of taking unilateral action.

Legal and Contractual Implications 

Pakistan has considered using the Force Majeure clause under the ICC’s Members Participation Agreement to justify a boycott. However, the ICC has insisted that the PCB must make clear efforts to minimize the issue before invoking Force Majeure.

According to ICC regulations, failing to meet participation obligations could lead to termination or suspension of membership. This would result in serious sporting and financial consequences. Legal experts point out that political solidarity alone may not meet the necessary contractual standard to justify non-participation. 

Current Match Status 

As of now, the February 15 match is still set to take place in Colombo, a neutral venue chosen to address security and political concerns. India has confirmed it has no objection to playing, with captain Suryakumar Yadav stating that the team is traveling to Colombo as planned.

The BCCI has kept silent publicly, saying only that it will follow ICC decisions. Importantly, the ICC has released official fixtures that reflect the neutral venue arrangement, emphasizing that the boycott initiative has originated only from the Pakistan side.

No-Handshake Policy

The handshake issue, while emotional, is outside formal regulation. India adopted a no-handshake policy against Pakistan last year, citing internal guidelines rather than ICC rules.

Pakistan captain Salman Ali Agha has downplayed the personal impact, stating the team does not feel hurt but acknowledges the symbolic importance of such gestures. “It’s not good for cricket,” he said, while also mentioning that Pakistan understands handshakes are not mandatory.

PCB’s Broader Concerns Beyond the immediate match, the PCB has raised concerns about what it sees as BCCI’s excessive influence within the ICC, especially in commercial and scheduling decisions. Pakistani officials argue that India’s role in ICC matters weakens the principle of equal governance among member nations. India has not responded to these allegations, preferring to keep the conversation within ICC channels.

What’s at Stake

The outcome of Pakistan’s decision will have consequences beyond a single group-stage match. At stake are cricket diplomacy, tournament integrity, and the commercial foundation of global cricket, as the India-Pakistan clash is among the most viewed sporting events worldwide, and its absence would create a significant void.
