As reported by ESPN, Ter Stegen refused to sign the medical report consent form needed for the club to share his injury details with La Liga, which resulted in Barcelona launching disciplinary action against him, bringing the issue even more into the public eye.

Ter Stegen’s back injury, which required surgery, was the starting point of the whole issue. The matter became publicly known in mid-2025 after he underwent back surgery in late July 2025, specifically reported to have been scheduled for July 29, 2025.

Before the surgery, Ter Stegen announced on social media that he expected to be out for about three months.
“After my last operation on my back, I returned to the pitch after 66 days—almost two months; this time, the doctors believe about three months will be necessary as a precaution, to avoid any risks,” He wrote.

What created the conflict?
On the contrary, Barcelona’s medical report indicated the recovery period could be longer, about four months or more. And the injury was persistent enough for Ter Stegen to miss Barcelona’s pre-season training in mid-2025 and delay his return to play.
Hence, Barcelona wanted him to sign the official medical report about his injury, but Ter Stegen denied.
Reportedly, there’s a rule in La Liga that allows clubs to use an emergency injury exception and allows the club to temporarily remove the injured player from the active salary cap, freeing up 50% (or more) of that player’s salary and use that amount to register a new player.
Because Ter Stegen hasn’t signed the medical report, Barcelona can’t submit it to La Liga. That means the club can’t use the emergency rule to recover part of his salary. With that, the club is now struggling to register new players.
For instance, Barcelona signed goalkeeper Joan García, but due to Ter Stegen’s dispute preventing salary cap relief, the club lacks the budget space under La Liga’s salary cap and Financial Fair Play rules to register García for official matches.
What Barcelona plans next amid Ter Stegen dispute?
Since it’s regarding medical privacy, Barcelona’s hands are largely tied due to legal limits regarding the matter.
However, they have already pursued disciplinary action against Ter Stegen, which could lead to fines, suspension, or even more serious contractual consequences.
