Ethiopian Runner Diribe Welteji Faces Last-Minute Appeal Ahead of World Championships

TOKYO, Sept. 12 — Ethiopian middle-distance runner Diribe Welteji faces a last-minute legal battle that could bar her from competing at the World Athletics Championships in Tokyo, just two days before her first scheduled race.

The Athletics Integrity Unit (AIU), which oversees doping-related matters on behalf of World Athletics, confirmed Thursday that it has filed an appeal against a ruling by Ethiopia’s anti-doping authority that had cleared the 23-year-old of an alleged violation. The appeal has been lodged with the Court of Arbitration for Sport (CAS), which will determine whether Welteji is eligible to race.

AIU Appeal Against Ethiopian Ruling

The case stems from an allegation that Welteji committed a violation under Article 2.3 of the World Anti-Doping Code, which prohibits “refusal or failure to submit to sample collection.” Ethiopia’s national anti-doping panel reviewed the case last month and issued a ruling on August 27 that cleared the runner of wrongdoing.

The AIU received the full case file on September 1 and, after reviewing the documents, lodged an appeal with CAS on September 8. As part of that appeal, the AIU has requested provisional measures that would temporarily suspend Welteji from competition until the matter is resolved.

“As part of the appeal, the AIU has requested provisional measures from CAS declaring the athlete ineligible to compete pending the outcome of the appeal,” the AIU said in a statement.

The request will be considered by the president of the CAS Appeals Arbitration Division, who will decide whether Welteji can line up in the women’s 1,500-meter heats on Saturday.

High Stakes for Rising Star

Welteji is currently listed on the official entry list for the women’s 1,500m, scheduled to begin on the opening day of competition in Tokyo. If cleared to compete, she is regarded as a strong medal contender.

The Ethiopian runner is ranked second in the world this year and has already collected major honors on the global stage. She won the silver medal in the 1,500m at the 2023 World Championships in Budapest, where she was second only to Kenya’s Faith Kipyegon. Earlier this year, Welteji also secured silver at the World Indoor Championships, confirming her place among the top middle-distance athletes worldwide.

At just 23 years old, Tokyo was set to be her first appearance at the outdoor World Championships as a top-tier favorite, building on her Olympic and World Championship performances in recent seasons.

Limited Details Released

While the AIU has confirmed its appeal, it has not disclosed the full details of the allegation, citing confidentiality rules. The Ethiopian anti-doping authority has also not made its August ruling public, leaving uncertainty over the reasoning behind Welteji’s clearance.

The lack of publicly available documents has raised questions in the athletics community, but such restrictions are not uncommon in ongoing legal disputes. CAS typically publishes a decision once a ruling is made, though the full details may take longer to appear.

Procedure and Timing

CAS has the authority to impose provisional suspensions when there is an urgent risk of competition results being affected by an unresolved case. With the women’s 1,500m heats scheduled for September 13, the timing of the AIU’s appeal means the case must be expedited.

If CAS grants the AIU’s request, Welteji would be removed from the start list and unable to compete in Tokyo. If the request is denied, she would be allowed to race, though the wider appeal would still proceed in the weeks and months ahead.

Wider Impact on the 1,500m

The women’s 1,500m is considered one of the headline events of the championships. Faith Kipyegon of Kenya, the reigning champion and world record holder, is the heavy favorite. Nevertheless, Welteji has been seen as one of the few players who could put her.

Others are Laura Muir of Great Britain, who won a silver medal at the Olympics, and Jessica Hull of Australia, who is one of the breakout athletes of the season. The possibility of the lack of Welteji would alter the race dynamics and diminish the chances of Ethiopia to win medals in the middle-distance races.

Past Precedents

The instances of the athletes being suspended at the last moment before the big event are not uncommon, but not unheard of. In 2021, a Nigerian sprinter, Blessing Okagbare, was pulled out of the Tokyo Olympics a few hours before her semifinal following a positive test. Similar last-minute rulings have also been handed down in other track events, highlighting the tension between maintaining a fair competition and ensuring due process for athletes.

What Happens Next?

The immediate decision for CAS is whether to impose provisional measures before Saturday’s heats. A ruling is expected within the next 24 hours.

  • If suspended: Welteji will miss the World Championships, and her eligibility will depend on the outcome of the broader appeal.
  • If cleared to compete, she will be permitted to compete in Tokyo, but the case will still be under CAS consideration.
  • If delayed, CAS may be accused by both parties of depriving an athlete of her right to compete or allowing her to race under a cloud of uncertainty.

Whatever CAS has chosen, this incident makes us realise how narrow the margins can be: a career-defining race being decided by a legal decision made hours before the starting gun. In sport, fractions of a second matter — and so, it turns out, do the smallest details off the track.
